SENIOR CIVIL servant Ann Nolan has been appointed head of banking policy at the Department of Finance, the job vacated by Kevin Cardiff, who was promoted to the role of secretary general earlier this year.

Ms Nolan, who oversaw the department’s role in the establishment of the National Asset Management Agency (Nama), is taking up the post of second secretary in charge of the department’s financial management services division.

A number of outside candidates were interviewed for the job which pays an annual salary of €188,640.

A key player in the department’s management of the financial crisis, Ms Nolan worked closely with Mr Cardiff as assistant secretary in the financial management services division since 2008.

Prior to that role, she was assistant secretary general in the department’s policy division.

Ms Nolan recently swore an affidavit in the judicial review case taken by businessman Paddy McKillen, challenging the transfer of €80 million in loans to Nama.

The action, which is scheduled to be heard by the Commercial Court in October, was “a very real threat to the vital work of Nama”, she said.
