All citizens must be given access to lifelong learning if the information age is to be deemed a success, a new report has warned.
The Information Society Commission's latest report, Building a Capacity for Change - Lifelong Learning in the Information Society, says more flexible learning structures need to be in place in order to respond to the rapid change brought about by new information and communication technologies.
The report outlines the measures necessary to build this culture. Recommendations were made under three main headings - learning in the community, learning in formal education, and learning for the workplace.
