The new State agency, Enterprise Ireland, will have "limited" financial resources, and will have to draw on the pooled budget of the Irish Trade Board, Forbairt and the industrial training division of Fas. The second consultation document issued to the three State agencies by the Department of Enterprise, Trade and Employment also outlines performance measurement structures to gauge the effectiveness of the new entity.
It states that its performance will be measured in terms of the growth in profits, sales, exports and employment.
"If Enterprise Ireland is going to be seen to be successful, it needs to be able to demonstrate significant improvements in the performance of its specific client firms relative to the wider population of firms". The document, New support structures for enterprise development: the issues and concept outlined, stipulate's that the agency's client base must be "genuinely" Irish-based, where its development can be enhanced by Enterprise Ireland.
