Plans by the developer for 702 houses, as well as retail and community facilities for a 9-hectare site at Brennanstown, south of Cabinteely in Dublin 18, have been refused by the planning bord.

Tudor Homes has a 35-acre landholding of rolling parkland at Brennanstown, and phase two of a 190-unit scheme on a 10-acre portion of the site was released earlier this year.

Upholding an earlier decision by Dún Laoghaire-Rathdown County Council to refuse permission for the scheme, the board ruled the scheme was premature in the absence of a local area access plan.

The board also ruled that the development would create "serious traffic congestion" in Cabinteely village, would constitute overdevelopment and would endanger public safety at the junction of Lehaunstown Lane with Brennanstown Road.

The scheme would also result in significant overshadowing of private and communal open space areas, it stated.

The site has been subject of a number of failed planning applications. Tudor Homes was refused permission for almost 700 houses on the 35-acre site in 2000. Most recently, the developer was granted permission for 190 units on 4.6 hectares of the site.
