Madrid - Spanish police yesterday arrested 15 people believed to be leading members of a youth wing of ETA. Government officials described the arrests as a major blow against Haika, which they said was a "school" for ETA.
The arrests took place in the Basque region and Navarre, which separatists claim as a part of a Basque homeland.
The suspects were charged with being members of ETA, which resumed its campaign of bombings and shootings in December 1999 after a 14-month truce.
