The Dublin Airport Authority will have to make extensive road improvements in addition to paying a €21 million infrastructure levy, under the planning conditions for a new runway.
Following a 16-month application process, Fingal County Council has granted the airport authority planning permission for the €150 million, 3,110-metre runway to be built 1.6km north of and parallel to the existing runway.
However, the authority must comply with 39 planning conditions, most of which relate to roads and traffic matters, to meet the planners' requirements.
The cost of road upgrading and alterations will be borne by the airport authority in addition to a €21,542,248 contribution for any costs incurred by the council "in respect of public infrastructure and facilities" to benefit the community.
In addition to road and junction upgrades, the authority will be required to provide for a new western access route to the airport which will allow further westwards expansion and provide a link to the N2.
The planners recommend the the R108 Naul Road as the primary construction route, which will then be permanently closed. The airport authority will be obliged to undertake noise monitoring and identify any properties requiring insulation or buyout.
Local anti-runway campaigner's, Uproar (United Portmarnock Residents Opposing Another Runway), say planning conditions will not stop the runway from damaging their quality of life.
Schools and homes coming directly under the flight path and up to 10,000 people in Portmarnock, Malahide and the surrounding areas could be affected, the group said.
"It's a waste of resources to build the runway on such expensive land instead of building a second airport for the city further out. If a proper economic assessment had been done, it is almost certain it would have come to that conclusion," Matt Harley, of Uproar, said.
