The main findings and recommendations of the Amnesty International (Irish Section) report, Ireland and the Arms Trade - Decoding the Deals:

Irish companies have played, and continue to play, a role in the manufacture, supply, distribution and brokering of a range of Military, Security and Police technologies since the second World War.

About 53 Irish firms are active in supplying, manufacturing, distributing or brokering MSP technologies.

The Irish Government's data and export controls are neither comprehensive nor effective.

There is an urgent need for the Oireachtas to establish a formal committee, consisting of members from the Departments of Defence, Enterprise Trade and Employment and Foreign Affairs to scrutinise the data provided by the Government on MSP transfers.

Amnesty is greatly concerned that the Department of Foreign Affairs Human Rights Unit is not involved in the decision-making process when the Government considers whether to grant export licences.

The Government should work with other EU governments to implement effective and transparent end-use monitoring mechanisms for such products and technologies.

The EU Code of Conduct on Arms Exports is being undermined by the absence of legislation on licensed production and brokering of MSP goods.

Trades in arms or MSP technologies to countries with poor human rights may be "brokered" in Ireland without any legal sanction.

The Government's "standard excuse" for not providing more detailed information on MSP imports and exports is "commercial confidentiality".

Amnesty says practice in the UK and US shows it is possible to give significantly more information than is currently provided without mentioning company names.

Amnesty believes governments should not authorise any MSP transfers to a state where there is a clear risk they will be used by the likely recipient to commit serious human rights abuses, war crimes or crimes against humanity.
