The military has said the 19-hour takeover, staged by about 300 elite soldiers at a luxury hotel in Manila's Makati financial district on July 27th insurgence had been contained.

The takeover was part of an attempt to install a 15-man junta to govern the nation of 82 million people.

"The threat has abated," Ms Arroyo said in a speech at a ceremony to award outstanding Philippine soldiers.
