Baby B, also a girl, was born to a 17-year-old, second-level student in a Dublin hospital in April. Three days later, the centre's founder contacted a hospital social worker and said the baby had been placed with him and his wife.
The hospital informed him that "private" placement for adoption to a non-relative was illegal.
The baby was handed back to her mother in late June after the Eastern Health Board informed gardai of their concerns as to the whereabouts of the baby.
