Russian international striker Dmitri Bulykin is to hold talks with Everton.
Dynamo Moscow's official website says he has already travelled to England where he may also talk with Harry Redknapp's Portsmouth.
But Dynamo's sport director Alexander Petrashevsky is confident the club's star striker will not be leaving.
He said: "A player can only get a work permit in England if he has played the appointed number of games for his national team - and Bulykin doesn't have enough games for Russia."
Meanwhile, Dynamo Moscow have signed former Russian international Andrei Kanchelskis in a one-year deal.
The 34-year-old winger has the option to extend the contract for a further season after a much-travelled career which has taken in Manchester United, Everton and Rangers.
Kanchelskis, who hails from Ukraine but opted to play for Russia after the break-up of the Soviet Union, spent two weeks on trial with the club and admitted he had received offers from elsewhere.
"I had several offers but I had a preliminary agreement with Dynamo and I decided to be true to that," he told Russia's
Sport-Express.
