The organisation which has campaigned to have Chinese children adopted in Ireland has welcomed the announcement from Beijing of new rules. Ms Sally Keaveney, of International Orphan Aid, said that although it would become more difficult for foreigners to adopt, it would be easier for Chinese people. In the past Chinese couples could not adopt if they already had one child, biological or adopted. The regulations now before the Chinese parliament mean they can adopt more than one child, even if they already have one.
