Paris - President Jacques Chirac yesterday called a referendum for September 24th for France to decide whether to shorten the head of state's term to five years from seven.

In a televised speech to the nation, Mr Chirac said the long overdue reform would bolster democracy and adapt France's institutions "to the rhythm of our times".
