Anti-social behaviour, often drug-related, is becoming a "serious problem" in many of Dublin City Council's housing estates, the council has said.
Publishing a new policy document on tackling anti-social behaviour this evening, the council promised to address serious complaints and to evict the tenants where such measures were needed.
However, the council emphasised that only small numbers of people living in its 25,000 plus houses were involved in such behaviour.
The new policy states that residents living in Dublin City Council housing have a right to complain about anti-social behaviour and to have their complaint dealt with in a "prompt and fair" manner.
The policy booklet is aimed at housing staff and professionals, including the judiciary. A leaflet is also being distributed to all Dublin City Council tenants.
