London - Commonwealth ministers agreed yesterday to send a fact-finding mission to investigate alleged government abuses in Zimbabwe, and warned Pakistan's military rulers to speed up the restoration of democracy or face "stronger measures".

Although Zimbabwe had not been on the official agenda of the Commonwealth's ministerial action group meeting in London, the tense situation there was raised by Britain, which put forward the idea of a diplomatic mission.

It will consist of the foreign ministers of Australia, Barbados and Nigeria, the group said in a statement at the end of two days of meetings.
