The International Court of Justice ruled today that Uruguay breached a treaty over the management of the Uruguay river by failing to inform and negotiate with Argentina about the construction of two pulp mills.

Uruguay and Argentina have been at loggerheads for several years over the planned pulp mills in Uruguay, a dispute that has led to blockades by Argentine environment protesters, while Uruguay has denied it is polluting the river.

Although only one of the two mills was built, the court must still decide later on Monday whether the Botnia mill is polluting the river's ecosystem.
