Newport - Mr Blair promised yesterday to crack down on "yob culture" if re-elected, pledging tougher sentences for assaults on nurses and teachers.
He said the plans were part of a series of reforms to put "rights and responsibilities" at the heart of Britain's welfare and criminal justice systems.
In a speech to Labour Party supporters in Newport, central England, he also promised a package of measures to improve literacy and numeracy skills for 750,000 people to help them find work or better jobs.
