VUKOVAR - Croatia yesterday rejected United Nations claims that its poor planning disrupted the first day of voting by former rebel Serbs in its Eastern Slavonia enclave.
Serbs in the enclave were supposed to vote for regional assemblies on Sunday to under pin minority rights when the region reverts to Croatian state rule this summer, six years after it rebelled against Croatia's secession from Yugoslavia. But they were given an extra day to vote yesterday, after organisational bungling (misplaced ballots and not enough or incomplete forms) delayed the start of polling on Sunday.
