A number of parliamentary questions, both oral and written, were put to the then minister for justice, Mrs Nora Owen, during 1995 about allegations Mr James Gogarty had made.

After his first meeting with Mr Gogarty in 1995, Mr Broughan said, he put down a written question to the minister.

After his second meeting on Thursday, June 15th, 1995, he put down another parliamentary question ail regarding alleged attacks on and intimidation of Mr Gogarty.

On June 28th the then minister responded to a question he had put down in previous weeks, requesting a detailed report on the matter.

Mr Broughan then gave the answer to Mr Gogarty and his wife. Following another meeting with Mr Gogarty on July 8th, 1995, he wrote again to Mrs Owen, asking why there had been no response from the Garda authorities yet and why no file had been sent to the DPP on the alleged serious intimidation of Mr Gogarty and his family.

Mr Broughan said he wrote to Mrs Owen again on September 6th, asking if she had received any report from the Garda authorities on the alleged attacks and intimidation of Mr Gogarty. He received a brief acknowledgment on September 8th which he transmitted to Mr Gogarty.

On October 12th he wrote again to Mrs Owen and enclosed further correspondence from Mr Gogarty. In one letter Mr Gogarty said he hoped the minister fully appreciated the background to the threats and the allegations of bribery and the powerful people implicated, Mr George Redmond, Mr Ray Burke and others.

"At that time I wasn't aware of the importance of Jim's reference to these names. It was in the course of a lengthy letter and my chief concern still was to ensure his safety and legal action against any former associate who had allegedly threatened him and his family," said Mr Broughan.

The deputy said he received a brief acknowledgment from the minister on October 13th and sent it to Mr Gogarty.

The next day Mr Gogarty wrote to thank him. He said he had consulted solicitors in Newry, Donnelly Neary Donnelly, and they, too, had written to the minister.

In December 1995 Mr Gogarty asked him to raise the issue again by open question in the Dail. Mr Gogarty thought Mr Broughan might be assisted in this by a member of the opposition, who he learned later was Mr Michael McDowell.

He sent a note in February 1996 to Mrs Owen. In April 1996 he put down a further oral question to the minister. He also had a brief discussion with the minister at the back of the Dail after a vote one night.

On May 29th, 1996, he put down an oral question to the minister, asking her to report to the Dail on the intimidation and threats from 1989 to 1994, and asking why it had not been referred to the fraud squad in Harcourt Street for preparation of a file for the DPP.

The minister answered the question on June 19th, 1996, and said that, regarding allegations of fraud, she had been informed by Garda authorities that no such complaint had been received.
