Telecoms firm Digiweb has been given permission by the communications regulator to use the 088 number for its new fourth-generation mobile network.
The broadband firm intends to offer Irish consumers low-cost mobile voice and broadband services, with mobile Internet access to launch mid-2007 followed by phone services in early 2008.
The company claims its new services, which will be available throughout Ireland, will effectively end the digital divide, as they will be available in both urban and rural communities.
Digiweb managing director Colm Piercy said the new network would offer true always-on broadband, with low latency and DSL-like speeds, and low cost mobile phone services.
The so-called 4G network will compete with the existing mobile operators' high-speed 3G networks, or HSDPA, which have recently been rolled out in the Irish market.
Vodafone and Three Ireland offer the mobile broadband access, while O2 is planning to offer its own HSDPA services later this year.
