The explosion shook buildings and destroyed the facade of the Bilbao Vizcaya Argentaria Bank in the central Salamanca district.

Neighbours rushed from their apartments to tend the injured before ambulances arrived.

General Justo Oreja Pedraza, 63, is in hospital in a serious condition with burns covering most of his body, the Samur emergency service says.

15 other victims were treated for cuts and bruises at a temporary Samur tent clinic set up at the site.

The first witness to reach the general said his clothes had been blown off.

Neighbours said the general, a lawyer in the defence ministry, was well known. They said he was not usually uniformed and did not have a bodyguard.

Police said the 4.4lb bomb was placed in a knapsack strapped to a bicycle and was detonated by remote control as the general stepped out of his apartment next to the bank. The mangled remains of the bicycle was found 6ft away.
