Brussels - The EU is moving closer to applying sanctions against Zimbabwe over its human rights record and its failure to halt seizures of white-owned farms, diplomats said yesterday.

At a meeting in Luxembourg on Monday, the EU's 15 foreign ministers are likely to take "appropriate measures" as outlined in the Cotonou Agreement between the Union and African, Caribbean and Pacific countries.

A Commonwealth team yesterday met officials in Harare to see what steps they had taken to end the violence.
