EUEU foreign ministers have edged away from lifting the EU's arms embargo on China, suggesting that a decision would not be taken in June, as originally planned.
A number of ministers said that, after a two-hour discussion of the ban in Luxembourg yesterday, there was no agreement on lifting it quickly.
The External Relations Commissioner Benita Ferrero-Waldner said she did not expect "an easy or early" decision.
"We've expressed political will to working towards the raising of the embargo but no timetable has been set," she said.
