French president Nicolas Sarkozy and eastern European leaders failed today to break a deadlock on a European Union plan to cut greenhouse gas emissions, but Mr Sarkozy said progress was made in talks.

Polish prime minister Donald Tusk said the meeting of nine east European leaders with Mr Sarkozy, whose country holds the rotating EU presidency, made a step forward but that there was still much work to be done before a December 11th-12th EU summit.

"We have worked and made progress but not reached the end yet," Mr Sarkozy said after the talks in Poland. He said that he was convinced a deal would be reached at the Brussels summit.
