Organisers of festivals in Co Kerry such as Puck Fair, the Listowel Races and the Rose of Tralee are to be asked to provide transient halting-sites for Travellers in a new plan on Traveller accommodation.

Traveller families who themselves own land are to be encouraged to provide land for immediate family members under the plan.

Kerry County Council has said it is not going to provide transient sites for the many Travellers who visit the county each year, particularly during the summer.

Outlining the plan, director of housing services Charlie O'Sullivan said that in future all responsibility for providing accommodation for campers and caravan owners, including Travellers visiting festivals, will rest with the festival organisers/promoters.

He said the council would help the promoters to meet "their obligations" in this regard.

Under 1998 legislation, councils are required to address the needs of Travellers who are not in their normal place of residence. The plan says Traveller traders parking illegally on public property would have their goods seized. By the end of 2008 some 87 Traveller families will need to be housed in Co Kerry.

Currently there are 293 families in the county, the majority living in local authority houses in Tralee and Killarney.

Forty families had purchased their houses, 28 families are living in serviced halting-sites in Kerry, and 29 families are in overcrowded conditions in houses with relatives.

There has been criticism of the failure to tackle illegal parking in a more robust manner.
