Jason Robinson will make his first England start in Saturday's Six Nations clash against Ireland at Lansdowne Road in one of five changes from England's last championship match in April.
Robinson comes in for Ben Cohen, who fails to make the 22, and right wing Dan Luger is back after injury, relegating Austin Healey to the replacements' bench.
Injured captain Martin Johnson is replaced by Wasps lock Simon Shaw, and Martin Corry comes into the back row with Lawrence Dallaglio sidelined.
Corry will play at blindside flanker with Richard Hill moving to number eight, a position he has previously filled during Woodward's reign.
The other change is the inclusion of Danny Grewcock in place of Bath team-mate Steve Borthwick, who is on the bench.
Prop Phil Vickery has been ruled out with a knee problem so Julian White retains his place in the front row.
Full-back Iain Balshaw, meanwhile, keeps his place despite a loss of form during the Lions tour.
In Johnson's absence, scrum-half Matt Dawson will captain the team.
