Five  other people were missing after the incident in the west coast city of Aalesund.

Aalesund Police operations leader Magne Tjoennoey said about 20 people were believed to have been inside, based on the building's normal occupancy, when the bottom floors caved in.

He said the cause of the collapse had not been determined, but later told newspapers that a rock slide appeared to have hit the relatively new structure.

The building was partially built into a steep mountainside.
