Ireland has to make "discriminating choices" in its foreign policy, combining the reality of its position as a small country with the idealism embodied in the moral precepts of its Constitution.

The secretary-general of the Department of Foreign Affairs, Mr Paddy McKernan, made this comment at Trinity College , Dublin, last night. He was launching Moral Issues in International Affairs, a book edited by Dr Bill McSweeney. Dr McSweeney is director of the Peace Studies programme at the Irish School of Ecumenics in Milltown, Dublin.
