The report says it is aware of 11 complaints made against him, all of which occurred over a period of 20 years during the 1970s and 1980s.
These included Julie, who in May 2002 said she was abused in the early 1970s when she was a young girl. Fr Gamma denied any improper conduct.
Bishop Walsh issued a precept in September 2002 requesting Fr Gamma to step aside from active duties, pending outcome of Garda and diocesan investigations.
He was assessed again on September 23rd, 2002, but refused to attend any further assessments. Fr Gamma was asked by Bishop Walsh to formally resign as a parish priest in April 2003.
Further complaints were made by, among others, Orla and Susan in December 2002, relating to the 1980s, and Grace, who alleged she had been abused for three years from the age of 10 in the early 1970s.
But a Garda account shows the DPP believed a court would be unlikely to accept reasons given by complainants for delays in bringing most cases. It was decided not to initiate criminal proceedings. Fr Gamma is currently monitored by Sr Colette Stevenson, and supported and maintained by the diocesan retirement fund.
