The Association of Garda Sergeants and Inspectors (AGSI) has called for a full judicial review into the death of John Carthy, who was shot dead by Gardai last year in Abbeylara.

Speaking on RTE's Morning Irelandthis morning, Mr George Maybury, the General Secretary of AGSI said the Oireachtas sub-committee established to investigate the incident should not have the power to investigate Gardai operational procedures.

Instead, Mr Maybury said, a judicial inquiry should be instigated under a High Court judge who would be given the power to examine both the operational and policy aspects of policing in the state.

"We are not against an inquiry. We are saying that it should be handled by a superior body with superior powers.

"If the committee is just going to look at the policy aspects of it [the shooting] I have no difficulty, at that point they should call in the Garda Commissioner. . .[but]it is going beyond that and creating a very dangerous precedent.

"It will the first time in the history of the force, or the history of the Statethat the politicians are going into the operational aspects of policing.

Donncha O'Connell, Director of the Irish Council for Civil Liberties (ICCL), has also called for a full judicial inquiry into the shooting.

The purpose of the investigation, according to thecommittee chairman, Fianna Fáil TD Sean Ardagh, "is to consider the official [Garda] report and determine if there outstanding matters of public interest."

The committee will sit for 10 days over three weeks and will listen to evidence from relatives and friends of Mr Carthy, the garda at the scene and senior officials involved in the compiling of the report. Officials from the Department of Justice will also be called regarding Garda procedures.
