The suffering in Gaza cannot be blamed exclusively on Hamas, Irish MEP Brian Crowley said today.
He said Israel and Palestinian authorities had consistently failed to meet their commitments and that women and children were suffering most.
The European Parliament in Strasbourg was told that the Western aid embargo imposed following Hamas's election victory last year was also not the principal cause of the suffering, considering it went back 30 years.
However, the international community must accept responsibility for "the failure of the United States of America and the European Union to live up to their commitments with regard to clear and open negotiations, [and] the failure of other states bordering Israel and Palestine to take a more proactive and positive role".
Days of savage fighting in the Gaza Strip that have killed over 100 lives ended last week after Hamas routed Fatah forces loyal to President Mahmoud Abbas - assuming effective control of the coastal enclave.
Mr Crowley, a Fianna Fáil MEP representing the Union for Europe of the Nations (UEP) said the decision to restore aid should be backed by further measures which effectively included insisting that Israel negotiate with Hamas.
"We should insist that Israel negotiate with the democratically elected representatives of the Palestinian people and we should back up the Palestinian Authorities to ensure that the rule of law applies throughout the Palestinian Territories," Mr Crowley said.
Hamas is an Islamist party that does not recognise Israel's right to exist and believes Israeli land should be restored to unify the old state of Palestine.
