Greenpeace has criticised the Environmental Protection Agency (EPA) for granting a waste incinerator licence to Syntex Ireland.
A Greenpeace spokeswoman, Ms Iva Pocock, said the decision to allow the company to build a dioxin emitting incinerator was unacceptable.
The EPA Integrated Pollution Control (IPC) licence will allow Syntex to manufacture pharmaceutical products and incinerate liquid hazardous waste products at its plant at Clarecastle, Co Clare.
Ms Pocock said Greenpeace would seek urgent meetings with the EPA and Syntex to discuss the matter.
