Two Filipina nurses, Jonathan Torres and Cecile Gutirrez, joined the queue at 7.30 a.m. and were processed by 3 p.m. They filled the waiting time by popping off to do some grocery shopping.
Mr Torres said he was guiding Ms Gutirrez as he had been through the process earlier in the year; the lack of an information desk on what paperwork was needed had been confusing. "They should post information so people know what documents they need. They didn't say what you should bring with you and it's confusing, especially the first time," he said.
They each hold two-year work visas and had already spent a day at the Department of Foreign Affairs for other essential paperwork.
