Leinster wing Hickie has been named in the side to take on the Scots in Edinburgh but his inclusion is in doubt after aggravating a stomach tear during training.
Ulster's Tyrone Howe has been drafted into the squad as cover for Hickie, who scored four tries in last weekend's 61-6 win over Italy to overtake Brian O'Driscoll as the all-time leading Irish try-scorer.
Maggs, meanwhile, is understood to have a slight groin strain and Rob Henderson has been called into the fold, ruling him out of Munster's Celtic League clash with Leinster.
The match is Ireland's final World Cup warm-up with Eddie O'Sullivan due to name his 30-man squad on Sunday.
