The Executive Council of the Irish Congress of Trade Unions (ICTU) is due to meet this afternoon to discuss the new wage deal with employers.
ICTU is unlikely to issue a recommendation in favour or against the deal - preferring to put it to individual union members. The meeting is due to take place at at 2.30 p.m.
The final draft of the deal is expected to be published by the Government later this week.
It is understood, a plan to tackle inflation is now the only outstanding item on the social partners' agenda.
As well as a 7 per cent pay increase phased in over 18 months, the programme provides for action on a range of areas, including affordable housing, statutory redundancy and social inclusion.
More flexible parental leave as well as enhanced rights for pregnant women and breast-feeding mothers were agreed in the talks during last week's talks.
IBEC, the employers' body, is also likely to hold its decision-making general council today.
