The Irish Nurses Organisation is planning a vote of no confidence in the Minister for Health Mary Harney at its annual conference in Cavan next month.
INO members from the Letterkenny and Leitrim branches have tabled a motion criticising the Minister for what they say is the failure of her 10-point plan to tackle problem of overcrowding in accident and emergency units.
The motion goes on to criticise Ms Harney for a "lack of clarity on how to address long standing problems facing the public health service".
It also condemns the Minister for what it describes as "her negative and antagonistic attitude towards the nursing and midwifery professions".
The conference takes place in Ballyconnell for three days starting on May 3rd.
Last month Ms Harney said that the A&E problem should be treated as a national emergency which she claimed meant things might have to be done which would normally not be considered.
She pledged "to mobilise all the resources that are available from the voluntary sector, in the public system and in the private system to make sure that nobody is left overnight on a trolley."
