Government negotiations appear to be nearing their end this week, but the future of Irish Water is still very much up in the air.
One of the things which has emerged from the agreement between Fianna Fáil and Fine Gael is that people who have and have not paid their bills are to be treated equally.
So either everyone who has paid their bills are going to get their money back, or everyone who has not paid are going to be pursued for payment.
