New employment guidelines for the British civil service will include an Irish category to monitor recruitment and promotion practices. The Irish ethnic category was introduced for the first time in this year's census, and the Cabinet Office Minister, Dr Mo Mowlam, issued guidance to all British government departments and agencies to include an Irish category in employment literature. In Northern Ireland the guidance will include provision for monitoring the employment of members of the Irish Traveller community.
