The Taoiseach has strongly defended the Minister for Health and rejected calls for his resignation in the Dáil this afternoon.
Enda Kenny said Dr James Reilly understood "medical politics...and had a clear strategy of where we should be and can be".
He added: "I am not saying we are all perfect."
The Taoiseach was replying to Sinn Féin deputy leader Mary Lou McDonald, who denied she was personalising the issue.
"I am saying , very clearly, that we have in James Reilly a Minister for Health whose strategy is failing," she added.
Fianna Fáil leader Micheal Martin said a freedom of information request had revealed how multi-million pound investments in primary care centres were selected by Dr Reilly, who "essentially rode roughshod through the diligent and effective work" of former minister Róisín Shortall and the HSE.
The documentation revealed a "shambolic and chaotic decision-making process" by Dr Reilly.
Mr Kenny said the criteria used were the deprivation index, the service priority identified locally and the accommodation assessment. The Minister had added in different and additional criteria like competition, GP co-operation, the GP-to-population ratio, the existing health facilities, the pressure on services, particularly acute services, and funding options.
