Wicklow County Council has confirmed that the Englishman killed on the Arklow by-pass yesterday had deliberately driven on to the closed road.

Mr David William Phillips (34), from Swindon, was killed when his silver Mini collided with a pile of gravel on the new dual carriageway which is still under construction.

It is believed the car entered the construction area via a ramp. A line of cones closing the access had been scattered.

The Acting County Secretary for Wicklow County Council, Mr Michael Nicholson, said there was no way that a motorist could casually find himself driving on the by-pass. "This man went to some trouble to get on to it. The council and the contractors are happy that there is no way a motorist could gain casual access to the new roadway."
