President Milosevic would not be prevented from going to live in South Africa should he decide to flee the conflict in his country, President Mandela said yesterday.
"No, we will not ban anybody," Mr Mandela said in Johannesburg.
He had been asked to comment on press reports that Mr Milosevic is setting up a "bolt hole" in South Africa in anticipation of being forced to make a peace settlement with NATO.
"What we condemn are his actions," Mr Mandela added.

The Times of London said that Mr Milosevic has been secretly sending much of his family's wealth to South Africa through business contacts in Cyprus, Israel and Greece and is considering seeking asylum in the country.
