A proposed major apartment complex overlooking the River Dodder in Dublin has been refused planning permission by An Bord Pleanála.
The development at land at Scully's Field, Milltown, comprised a new riverside public open space including a pedestrian bridge across the River Dodder and 92 apartments with two to five bedrooms.
The apartments were in four blocks ranging from two to five storeys.
The proposal also included 18 surface car spaces and 121 spaces in a basement car-park.
The plan was for an area of 19,991 square metres and the complex was to be between the established residential development of Ramleh Park to the north, the River Dodder to the south, Clonskeagh Road to the east and Milltown Road to the west.
An Bord Pleanála overturned the decision of Dublin City Council to grant permission.
In its ruling, the appeals board said the proposed development was located in an area zoned Z9, which was for recreational amenity and open space.
Having regard to the scale of the proposed residential development, the complex would contravene materially the zoning objective of the site, it stated.
The board also refused permission saying it would be an intrusion on a natural amenity.
