Labour Party councillors in Dublin are planning to table a motion demanding the resignation of the Minister of State for Housing, Mr Noel Ahern.
Labour says the motion highlights the failure of the Government's housing policy.
Councillor Kevin Humphreys said: "The abject failure to tackle the housing crisis is one of the greatest failings of this Government.
Mr Humphreys said: "Let's be clear this Government doesn't have the political will to implement radical policies that will go to the heart of the crisis."
"Minister of State Noel Ahern has been utterly ineffectual," he added.
The motion, which will come before councillors in each of the city's four local authorities in March, claims that 50 per cent of newly formed households in Dublin can no longer afford to buy a house.
It also claims that house prices have continued to rise by about 12 per annum and that the numbers seeking local authority housing have doubled and have to wait twice as long.
