An Taisce says the proposed development of Temple Bar's west end could result in a fast food outlet being opened in the area in which Handel's Messiah was first performed.
It says details of the plan, which proposes a hall and "Handel Courtyard" at Fishamble Street, could "subvert the historical resonance of the area".
In a joint submission with the Early Music Society to Dublin Corporation, An Taisce wants further information before planning permission is granted.
The plans presented to Dublin Corporation are part of Temple Bar's second phase.
An Taisce says plans for a cafe on Fishamble Street could result in a fast food operation, and point out that the planned town hall at Merchants Arch is now a fast food branch.
The Fishamble Street cafe site should be designated by the Corporation as a Handel information centre and shop. Handel Square should be enlarged and the proposed structure of the hall should be changed, according to the submission.
