Life-jackets must be carried for everyone on board a boat and worn by everyone on a small open vessel, according to new regulations drawn up by the Minister for Communications, Marine and Natural Resources, Mr Dermot Ahern.

Announcing his proposals in advance of the holiday weekend, Mr Ahern said the measures were aimed at the growing marine leisure sector and followed extensive consultation.

At present life-jackets must be worn by commercial fishermen while on deck, children up to the age of 16 on mechanically-propelled pleasure craft, jet-ski operators and on certain commercial passenger boats.

Under the new regulations, all those on small open boats will have to wear life-jackets. Surfboards and competitive rowing boats will be the only craft exempt.

While the new regulations have yet to be introduced, Mr Ahern said he hoped the announcement would help safety awareness. "I am once again asking the public to be extra vigilant this weekend - don't go out to sea or on rivers or lakes unless you are sure of your own capabilities and limitations and always wear a life-jacket."
