There has been no contact between the Garda and organisers of the Reclaim the Streets "street party" which is to be held in Dublin today.
Last year, the event turned into a major confrontation between demonstrators and gardaí in Dublin city centre, with 24 arrests and allegations of Garda brutality.
The organisers have refused to discuss details of the event with gardaí but have left an e-mail address on their flyers and posters advertising the event, to which the authorities could respond "if they want".
It is understood however, that the Garda has not taken up the invitation.
Senior members of the Garda's "special event planning" section have met to discuss the rally, the location of which the organisers are keeping secret.
Last year they blocked off Burgh Quay in Dublin for the street party and there were brief scuffles. However, the main disturbances occurred later in the evening when the demonstrators moved to Dame Street and blocked traffic.
The Critical Mass cyclists group will meet at the Garden of Remembrance at 1.30 p.m. while other demonstrators will meet at the GPO at 2 p.m., after which the two groups will move to the chosen location to block a city street from traffic for the afternoon.
Indymedia.ie, an alternative news site, has said of the event that "we're not a party, we're having one".
Seven gardaí were charged after last year's event and their cases will be heard next month.
