The ministerial-level talks, which had been due to start at 4 p.m. (local time) opened at 6 p.m. after both sides had fine-tuned the timetable for the three-day meeting, due to end on Wednesday.
These are the first high-level talks between the rivals in nine months.
Both sides have highlighted the need to make progress in implementing accords reached before relations between them again became strained last year.
