Mr Chris Patten, who formulated the proposals for the reform of the RUC, tonight welcomed moves to establish the Police Service of Northern Ireland.
He said before a meeting in Dublin with the Taoiseach MrBertie Ahern: "I think our report and the legislation and the changes which are being overseen by RUC Chief Constable Sir Ronnie Flanagan offer the chance for a new beginning for policing in Northern Ireland.
"I don't think anyone will suggest anything better for organising policing in a way which ensures that the police service in Northern Ireland reflects the traditions of the whole community and the aspirations of the whole community."
Asked if nationalists should join the service, he said: "I would do so unequivocally. The policing service in Northern Ireland offers a very good future for young men and women."
