PDFORRA, the organisation representing non-commissioned other ranks in the Defence Forces, yesterday welcomed a decision by "top brass" to allow independent investigations by "outsiders" into allegations of harassment and bullying.
The appointment of an independent expert and an outside agency was a "first step" towards an effective solution, Mr John Lucey, general secretary, said. The best solution would be the appointment of an independent ombudsman, he added. Self-regulation had proved unsatisfactory in dealing with sensitive and "crucially important" personnel issues.
"When the ombudsman is appointed - and is authorised to deal with all complaints - personnel will have an opportunity to present grievances in a fully independent, unthreatening environment."
