London - A genetically-modified vaccine against bubonic plague to protect troops from biological warfare has been developed by government scientists, it emerged yesterday. Scientists at the military research centre at Porton Down in Wiltshire are about to begin tests of the vaccine amid fears that countries such as Iraq are developing new methods of biological attack.

A spokeswoman for Porton Down insisted that the vaccine would be available to civilians in areas where the plague still occurs naturally, as well as to the armed forces.
