Planning permissions were granted for 25,966 dwellings in the second quarter of the year compared with 20,602 units for the same period in 2003, an increase of 26 per cent.
Planning permissions were granted for 7,313 apartments in the second quarter of 2004 and 7,484 in the second quarter of 2003, a decrease of 2.3 per cent.
One-off houses accounted for 25 per cent of all new dwellings granted planning permission in the quarter.
